Jim Boothroyd travelled to Vilnius to research and write the text of this photo-essay for WHO. His teammate on the project was Piotr Malecki, a distinguished photo-journalist based in Warsaw. The essay was part of WHO's promotion of often embattled harm-reduction programs, key to halting the advance of HIV, hepatitis C and other infectious diseases in Eastern Europe, Russia and North America.
